Temporary subsidy on the price of heat supply for households connected to a district heating network

To help households following the exceptional increase in energy prices due to the international situation, the government has introduced a state contribution measure to limit the price increase to be paid by residential customers connected to a district heating network to approximately +15 % compared to the average price level in September 2022. This measure applies from 1 October 2022 to 31 December 2024.

Who does the measure apply to?

The measure applies to all residential customers connected to a district heating network, whose subscribed power is less than or equal to 650 kilowatts (kW), regardless of the energy mix used as primary energy to produce the heat.

Customers, whose subscribed power is higher than 650 kilowatts (kW), can make a request to the ministry using a form made available by the ministry if they can establish that at least 60% of the occupied private units of the building concerned are used for residential purposes.

What steps do I need to take?

No action required by the client.

The state contribution will be reflected in the advance payments and invoice to be paid by clients.

What do suppliers have to do?

Heat suppliers must apply to the Ministry for Energy and Spatial Planning to be listed in a register using a specific form.

The heat suppliers listed in the register then apply the state contribution by mean of a discount on the variable contract price in euros per kilowatthour of heat supplied. 

I have already received my advance payments and the measure has not been taken into account. What should I do?

No action required by the client.

If the measure has not yet been applied in the advance payments to be paid, given the retroactive effect to 1 October 2022 of the measure, it will be taken into account - at the latest - in the annual settlement.

  • With measure: 1,640 € incl. VAT
  • Without measure : 2,600 € incl. VAT

Contribution paid by the State : 960 € incl. VAT

 

Standard single-family house with an annual consumption of 25,000 kWh

  • With measure: 4,100 € incl. VAT
  • Without measure : 6,500 € incl. VAT

Contribution paid by the State : 2,400 € incl. VAT
