New Agreement between LSA and the European Space Policy Institute (ESPI)

At the 19th ESPI Autumn Conference "Europe as a Space Power” on 29 October 2025, the Deputy CEO of the Luxembourg Space Agency, Mathias Link, and ESPI Director Ludwig Moeller announced a new bi-lateral Agreement to support a comprehensive and sustained cooperation between LSA and ESPI. LSA has been a member of ESPI since 2023.

The Luxembourg Space Agency, founded by the Ministry of the Economy in 2018, is responsible for the implementation of the national space strategy and considers international and European cooperation as a fundamental element for the successful development of the space ecosystem.

LSA and ESPI agreed to reinforce their cooperation in the three thematic areas:

  1. Research: Perform independent research and develop approaches to European space policy and address related proposals and recommendations to Luxembourgish and European decision-makers and institutions;
  2. Network: Establish and promote a European and international cross-disciplinary network of research and promote European space policy at global level, specifically including the establishment of a presence of ESPI in Luxembourg;
  3. Education: Support related educational activities aimed at attracting, developing and nurturing Luxembourg's talents towards and for the benefit of the European space sector.

The priority thematic issues for this reinforced LSA-ESPI collaboration include three areas: "Prosperity through Innovation, Industry & Finance”, "Discovery through New Destinations & Space Resources” and "Empowerment through Space Education & Upskilling”.
