Economic activity zones
The "Economic Activity Zones" General Directorate (Direction Générale "Zones d'activités économiques") of the Ministry of the Economy is implementing a proactive policy for the setting-up, development and management of economic activity zones.
National economic activity zones
Within the framework of the sectoral "Economic activity zones" master plan, the General Directorate handles all the regulatory and technical aspects relating to national economic activity zones (ECO-n), specific national zones (SP-n) and special economic zones (SPEC), and processes applications from businesses wishing to set up operations in these zones, which are intended, in essence, to accommodate industrial businesses or service providers with a proven track record as drivers of national economic development.
Regional economic activity zones
The GD ZAE provides support, at the regulatory, financial and technical level in particular, to inter-municipal associations managing regional economic activity zones (ECO-r).
Municipal economic activity zones
When requested so to do, the GD ZAE also provides support, at the regulatory and technical level, to municipalities in the development of their municipal activity zones.
Commission monitoring the sectoral "Economic activity zones" master plan
The GD ZAE moreover manages the special commission tasked with evaluating applications by companies for admission to national economic activity zones (ECO-n), specific national zones (SP-n) and special economic zones (SPEC).
The sectoral "Economic activity zones" master plan (PSZAE)
The sectoral "Economic activity zones" master plan (PSZAE) entered into force in March 2021, its main objectives being as follows:
- to promote the establishment and development of national (ECO-n), specific national (SP-n) and regional (ECO-r) economic activity zones,
- to define sites intended to host national, specific national and regional activity zones, with priority being given to the establishment in the locations concerned of craft and industrial activities. Municipalities are likewise authorised, under certain conditions, to designate or expand municipal economic activity zones.
Thus, over the entire territory of the Grand Duchy, the PSZAE has identified, first, sites in which to host new national and specific national economic activity zones or to expand certain of those zones, and, second, sites in which to host new regional economic activity zones or to expand certain of those zones.
