Attraction, retention and development of talent

The current labour shortages and future job market requirements (replacement of existing jobs and new jobs) present a challenge both for the dynamism of the economy and for the stability of Luxembourg's social model.

The challenge is to preserve the economic integration of cross-border populations and Luxembourg residents over the long-term, but also to strengthen relations with European and non-EU populations, all while encouraging the diversification, attractiveness and competitiveness of Luxembourg's national economy.

A broad definition of the term "talent" has been adopted to include all types of professions and all levels of qualification for which the Luxembourg economy has expressed a need. 

This is why, in June 2023, an interministerial committee for the attraction, retention and development of talent was set up, which groups together the relevant ministerial departments, administrations and institutions. This committee defines the strategic guidelines and ensures government actions are implemented using a coordinated approach.

The High Committee for the attraction, retention and development of talent, provided for in the Coalition Agreement 2023-2028, was established by the Government Council in May 2024. It is a consultation body whose role is to give advice and formulate proposals to guide government action on matters related to the topic of talent.

The High Committee consists of the following members: The ministers responsible for Work, Foreign Affairs, Higher Education, Finances, Professional Training and Immigration, as well as the Chamber of Commerce, the Chamber of Skilled Trades and Crafts and the Chamber of Employees. The Minister of the Economy presides over the High Committee in close collaboration with the Minister of Labour.

The Ministry of the Economy is responsible for coordinating the work of the Interministerial Committee and the High Committee, through the intermediary of an executive secretariat.

Government action on the attraction, retention and development of talent is guided by 6 strategic axes: 

  • To improve the availability of data and statistics, to better make decisions and to guide actions
  • To promote Luxembourg as a "Talent Hub"  
  • To make it easier to welcome international talent
  • To facilitate cross-border workers' access to employment
  • To improve new arrivals' integration into Luxembourg society and encourage the retention of talent
  • To promote the development of talent

A portal dedicated to the attraction of regional and international talent is currently under development.
