Attraction, retention and development of talent
The current labour shortages and future job market requirements (replacement of existing jobs and new jobs) present a challenge both for the dynamism of the economy and for the stability of Luxembourg's social model.
The challenge is to preserve the economic integration of cross-border populations and Luxembourg residents over the long-term, but also to strengthen relations with European and non-EU populations, all while encouraging the diversification, attractiveness and competitiveness of Luxembourg's national economy.
A broad definition of the term "talent" has been adopted to include all types of professions and all levels of qualification for which the Luxembourg economy has expressed a need.
This is why, in June 2023, an interministerial committee for the attraction, retention and development of talent was set up, which groups together the relevant ministerial departments, administrations and institutions. This committee defines the strategic guidelines and ensures government actions are implemented using a coordinated approach.
The High Committee for the attraction, retention and development of talent, provided for in the Coalition Agreement 2023-2028, was established by the Government Council in May 2024. It is a consultation body whose role is to give advice and formulate proposals to guide government action on matters related to the topic of talent.
The High Committee consists of the following members: The ministers responsible for Work, Foreign Affairs, Higher Education, Finances, Professional Training and Immigration, as well as the Chamber of Commerce, the Chamber of Skilled Trades and Crafts and the Chamber of Employees. The Minister of the Economy presides over the High Committee in close collaboration with the Minister of Labour.
The Ministry of the Economy is responsible for coordinating the work of the Interministerial Committee and the High Committee, through the intermediary of an executive secretariat.
Government action on the attraction, retention and development of talent is guided by 6 strategic axes:
- To improve the availability of data and statistics, to better make decisions and to guide actions
- To promote Luxembourg as a "Talent Hub"
- To make it easier to welcome international talent
- To facilitate cross-border workers' access to employment
- To improve new arrivals' integration into Luxembourg society and encourage the retention of talent
- To promote the development of talent
‘Work in Luxembourg’: a national brand to speak with one voice
In order to promote Luxembourg as an attractive place to work on an international scale, the members of the High-Level Committee for the Attraction, Retention and Development of Talent have decided to consolidate their actions under a single brand: ‘Work in Luxembourg’.
Under the slogan ‘Your future starts here’, this brand aims to position Luxembourg as an international benchmark for talent seeking to settle, work and build a sustainable life here. It highlights the country’s strengths: security, multiculturalism, a dynamic economy, career opportunities, international education and quality of life. The brand ensures consistent and coordinated communication, both with talent and with businesses.
Furthermore, there are also plans to participate, under the ‘Work in Luxembourg’ banner, in international events, particularly in synergy with the economic promotion initiatives organised by the partners of the ‘Trade & Invest’ network.
‘Work in Luxembourg’ portal
Developed by Luxinnovation at the request of the Ministry of the Economy, the www.workinluxembourg.com portal is primarily intended to serve as the single point of entry to the Grand Duchy, both for international talent and for companies seeking international talent.
The portal is structured around three main sections:
• Work here, focusing on working conditions, careers and key sectors of the economy;
• Live here, dedicated to life in Luxembourg, family, education, health and leisure;
• Get started, which brings together practical information on immigration, job hunting and settling in.
A relocation guide is also available to international talent, whilst Luxembourgish companies can access an Employer Toolkit, containing a wealth of practical information to support them in their international recruitment efforts.
The portal is directly linked to ADEM’s international recruitment platform, which highlights job vacancies in sectors facing severe labour shortages. This enables international talent whose skills match these roles to create an online profile.
A chatbot, integrated into the site, also answers users’ questions and will be progressively enhanced through synergies with other public platforms, notably www.Guichet.lu.

Designed as an evolving tool, the portal - currently in English - will, in a second phase, be translated into additional languages, and its content will be regularly expanded based on user feedback and needs identified in the field.
The Talent Desk: tailored assistance
Complementing the portal and, in particular, the chatbot, the physical Talent Desk, located near the House of Entrepreneurship, aims to inform, guide and support talented individuals as they settle and integrate into Luxembourg, directing them, where necessary, to the relevant institutions. It also aims to support businesses by enabling them to focus on their international recruitment activities, whilst drawing on shared tools and services to promote Luxembourg as a professional destination.
The Talent Desk is managed by the Chamber of Commerce, in close collaboration with the Ministry of the Economy and the Chamber of Skilled Trades and Crafts, and works in synergy with numerous institutional partners, including notably the Chamber of Employees.
Among its first projects is the launch, in collaboration with the Ministry of Family Affairs, Solidarity, Living Together and Reception of Refugees and the House of Training, of a Spouse Programme to facilitate the professional and social integration of the spouses of international talent, thereby encouraging their long-term settlement in Luxembourg.
