Competitiveness

The Ministry of the Economy is responsible for analysing the competitiveness of the Luxembourg economy. The analyses are carried out by the Observatory for Competitiveness.

Its role, its involvement in international economic governance, its monitoring of international benchmarks, as well as the National Productivity Board are described below

Observatory for Competitiveness

The Observatory for Competitiveness (ODC, Observatoire de la Compétitivité) is a macroeconomic monitoring and analysis unit within the Ministry of the Economy. Its role is to help the government to define the guidelines and the content of policies that are favourable to and compatible with long-term competitiveness.

In particular, the ODC is responsible for monitoring the Grand Duchy of Luxembourg's economic development and the evolution of its competitive position by analysing international benchmarks and rankings.

The ODC collects, analyses and compares information that exists at a national and international level, either internally or by mandating external experts. It also ensures the targeted dissemination of information that has been selected and processed, which is useful for understanding the country's economic, social and environmental challenges and consequently for making strategic decisions.

In view of this expertise, the ODC has a cross-sectional mission to provide support to the other entities within the Ministry of the Economy for the development of their policies, by providing the latest figures, international comparisons and scientific knowledge of economics.

The OCD's main fields of activity are:

  • Involvement in international economic governance, in particular within the framework of the European Union (European Semester) and the Organisation for Economic Co-operation and Development (OECD)
  • Evaluating Luxembourg's competitiveness by monitoring international benchmarks
  • Assisting with the work of the National Productivity Board
