PROJET INDICATE LIFE

INDICATE LIFE aims to provide EU countries with appropriate national-scale tools, robust data, and policy frameworks to help the building sector reduce carbon emissions throughout the entire life cycle.

Relevance

  • The building sector in the EU accounts for 40% of total energy consumption and 36% of energy-related emissions (both direct and indirect).
  • The sector's carbon footprint could reach 40% when considering emissions over the entire life cycle of buildings.
  • Immediate regulation of life cycle emissions from buildings is essential for the construction sector to support Europe's goal of achieving climate neutrality by 2050 and to meet the Paris Agreement's 1.5-degree target.

Evidence

  • Although some pioneering EU member states regulate the life cycle emissions of buildings, most do not (notably Luxembourg).
  • The recast of the Energy Performance of Buildings Directive (EPBD) (2024/1275)[1] signals a shift towards integrating life cycle emissions considerations of new buildings into standard construction practices.
  • However, the lack of data is a major obstacle to industry and policy action, with concerns about data quality, scope, and comparability between member states.
  • Effective implementation of regulations will require advanced assessment methods and robust, comparable data on emissions throughout the life cycle of buildings.

Action

  • INDICATE LIFE strengthens the capacities of the market and policymakers by establishing an essential database for developing national roadmaps, benchmarks, and target values.
  • Five EU countries (Italy, Austria, Croatia, Luxembourg, and Hungary) are participating in the project. n Luxembourg, the project is supported by the Ministry of the Economy (MECO), as well as an academic partner (LIST[2]) and field actors (le CDEC[3] et E&E[4]) to calculate 50 case studies and prepare for the transposition of the EPBD.
  • Through the generation of transparent data and broad stakeholder involvement, INDICATE LIFE enables national consortia to develop national methods and benchmarks, providing valuable information to policymakers.
