Le ministère de l’Économie propose un outil d’auto-évaluation en ligne pour les PME artisanales et commerciales. Accessible sous www.business-check.lu, la plate-forme électronique identifie les forces et les faiblesses de l’entreprise sur base des données renseignées par l’utilisateur. Celui-ci remplit un questionnaire qualitatif (auto-évaluation de certains thèmes sur une échelle de 1 à 5) et répond à une requête quantitative basée sur la saisie de certaines données comptables.
En analysant l’ensemble de ces données, l’outil évalue le degré de maturité de l’entreprise selon 4 axes: stratégie, organisation, gestion client et performance financière. La plate-forme génère par la suite un rapport sur l’entreprise évaluée et propose le cas échéant des pistes pour améliorer sa performance.
En tant que gestionnaire de l'outil, le ministère de l’Économie assure la protection des données qui ne peuvent être enregistrées que sur l’ordinateur personnel de l’utilisateur qui reste anonyme. Il n’est pas contrôlé si les données et les réponses fournies sont exactes. L’usage de l’instrument est gratuit. La plate-forme est offerte en langues allemande, française et anglaise.
Lors de la présentation de business-check.lu en date du 14 juillet 2015, la secrétaire d’État à l’Économie, Francine Closener, a déclaré: "Nous investissons depuis des années des moyens et des ressources considérables dans la promotion de l’entrepreneuriat et dans l’encadrement des créateurs d’entreprise. Avec business-check.lu, nous élargissons les mesures d’accompagnement et de soutien à destination des entrepreneurs déjà établis. Moyennant cette plate-forme, nous offrons désormais aux PME existantes un accès libre à un outil d’auto-évaluation pour mesurer leur maturité commerciale afin d’adapter, si nécessaire, l’organisation ou le plan d’affaires. Le cas échéant, l’instrument peut aider à identifier les premiers signes avant-coureurs d’une insolvabilité ou d’une faillite."
Lorsqu’une PME a utilisé l’instrument business-check.lu et décide de recourir à des services de conseil de spécialistes externes pour améliorer son fonctionnement, l’entreprise peut bénéficier d’une aide étatique encourageant les investissements en matière de qualité. L’aide peut être accordée sous forme de subvention en capital ou de bonification d’intérêts et peut atteindre au maximum 50% des investissements éligibles engagés par une PME pour les activités de conseil externe, sans pour autant pouvoir dépasser 100.000 euros.

With business-check.lu, the Ministry for the Economy launches an on-line self-assessment tool for SMEs
The Ministry for the Economy is offering an on-line self-assessment tool for use by SMEs in the craft or commercial sector. The electronic platform, which can be accessed at www.business-check.lu, identifies the strengths and weaknesses of the business concerned on the basis of data provided by the user, who is asked to fill out a qualitative questionnaire (self-assessment of certain topics on a scale of 1 to 5) and to respond to a quantitative request based on various accounting data.
By analysing those data as a whole, the tool evaluates the level of maturity of the business in terms of its strategy, organisation, customer management and financial performance. The platform then generates a report on the business as thus evaluated and proposes, where necessary and/or appropriate, ways of improving its performance.
As the manager of the tool, the Ministry for the Economy ensures the protection of the data, which can only be recorded on the personal computer of the user, whose identity remains anonymous. No checks are carried out to determine whether the data, and the answers given, are correct. The use of the instrument is free of charge. The platform is available in German, French and English.
Presenting business-check.lu on 14 July 2015, the Minister of State for the Economy, Francine Closener, stated: "For years now, we have been investing considerable means and resources in the promotion of entrepreneurship and support for people starting up businesses. With business-check.lu, we are broadening the range of measures available, so as to help and support entrepreneurs who are already established. By means of this platform, we are now able to offer existing SMEs free access to a self-assessment tool designed to measure their commercial maturity, with a view to adapting, where necessary, the way in which they are organised or their business plan. Depending on the circumstances, the instrument can also help to identify the first signs of possible insolvency or bankruptcy."
When an SME, after using the business-check.lu instrument, decides to seek advice from specialist external consultants with a view to improving the way it functions, it may apply for State aid aimed at encouraging investment designed to enhance quality. The aid is granted in the form of capital grants or interest rate subsidies, and amounts to up to 50% of the eligible investment made by an SME in seeking advice from external consultants, but can’t exceed 100,000 euros.

Business-check.lu: das neue Online-Tool des Wirtschaftsministeriums zur Selbstbewertung der KMU
Das Wirtschaftsministerium bietet den KMU aus Handwerk und Handel ein Online-Tool zur Selbstbewertung an. Die elektronische Plattform www.business-check.lu identifiziert die Stärken und Schwächen eines Unternehmens anhand der vom Nutzer eingegebenen Daten. Dieser muss einen qualitativen Fragebogen ausfüllen (Selbstbewertung in bestimmten Bereichen auf einer Skala von 1 bis 5) und auf der Grundlage der Eingabe bestimmter buchhalterischer Daten an einer quantitativen Befragung teilnehmen.
Das Tool bewertet all diese Daten und beurteilt den Reifegrad des Unternehmens anhand von 4 Schwerpunkten: Strategie, Organisation, Kundenmanagement und finanzielle Lage. Anschließend erstellt die Plattform einen Bericht über das bewertete Unternehmen und erteilt gegebenenfalls Vorschläge für eine Verbesserung seiner Leistung.
Als Verwalter des Tools gewährleistet das Wirtschaftsministerium den Schutz der Daten, die nur auf dem PC des Nutzers, der seinerseits anonym bleibt, gespeichert werden können. Es wird nicht kontrolliert, ob die eingegebenen Daten und Antworten der Wahrheit entsprechen. Die Nutzung des Tools ist kostenlos. Die Plattform wird auf Deutsch, Französisch und Englisch angeboten.
Anlässlich der Vorstellung von business-check.lu am 14. Juli 2015 erklärte die Staatssekretärin für Wirtschaft Francine Closener: "Seit Jahren investieren wir beträchtliche Mittel und Ressourcen in die Förderung des Unternehmertums und in die Betreuung der Unternehmensgründer. Mit business-check.lu erweitern wir die Maßnahmen zur Betreuung und Unterstützung der bereits niedergelassenen Unternehmer. Anhand dieser Plattform bieten wir den bestehenden KMU nun freien Zugang zu einem Selbstbewertungstool, mit dem sie ihre wirtschaftliche Reife messen können, um gegebenenfalls ihre Struktur oder ihren Businessplan anzupassen. Erforderlichenfalls kann das Tool dabei behilflich sein, die ersten Vorboten für eine drohende Zahlungsunfähigkeit oder Insolvenz auszumachen."
Ein KMU, das business-check.lu genutzt hat und sich dazu entscheidet, auf die Beratungsdienste von externen Beratern zurückzugreifen, um seinen Betrieb zu verbessern, kann in den Genuss einer staatlichen Beihilfe zur Förderung von qualitätsbezogenen Investitionen gelangen. Diese Beihilfe kann in Form einer Kapitalsubvention oder einer Zinsvergünstigung gewährt werden und bis zu 50% der förderfähigen Investitionen, die das KMU für die Dienste eines externen Beraters aufgewandt hat, betragen, ohne jedoch den Betrag von 100.00 Euro zu überschreiten.
